The growth of secondary, further and higher education, the development of the mass media and the rise of investigative journalism suggest themselves as sources of a greater consciousness of what government was doing in the public's name. The actual experience of what government was doing, especially perhaps in the case of highly visible and totally irreversible changes to the built and natural environments, must have been a major motivation. The consequences of economic decline should not be overlooked either.
An increasing number of such self-help groups emerged to cater for the specific needs of particular sections of the community.
