In functional terms, both organizational choices entail similar effects for power relations inside the executive. They postulate the institutionalization of rules at the center of government that can constrain ministerial agenda-setting autonomy in the policy-making process. Both can be contrasted with the conditions of a ministerial-type government under which the center of government has only limited institutional mechanisms for mobilizing ministerial departments who enjoy far-reaching autonomy in making legislative decisions.

Institutions are thus taken to denote rules of the game that shape human behavior (cf. North 1990).
