In functional terms, both organizational choices entail similar effects for power relations inside the executive. They postulate the institutionalization of rules at the center of government that can constrain ministerial agenda-setting autonomy in the policy-making process. Both can be contrasted with the conditions of a ministerial-type government under which the center of government has only limited institutional mechanisms for mobilizing ministerial departments who enjoy far-reaching autonomy in making legislative decisions.

In analyzing the impact of such institutional rules on the resolution of collective action problems, this book adopts a regulative definition of institution (Scott 2001, pp. 71–89). Institutions are thus taken to denote rules of the game that shape human behavior (cf. North 1990). Conversely, the probability that actors resolve collective action problems is highest where there are rules that mobilize them to adopt coordinated strategies. Such latter conditions are posited to obtain in two institutional contexts. First, the likelihood of cooperation is positively related to the existence of rules that provide actors with selective (private) inducements to contribute to the collective good.
