Tax Increment Financing Analysis, City of Cincinnati Department of Finance
The City of Cincinnati engaged Gem to assess the criteria used by the City to evaluate Tax Increment Financing (TIF) as a method to enhance development projects.  The City of Cincinnati needed a way to minimize the uncertainty surrounding the TIF process.
